  • Reason: No existing country would cede fertile, resource rich land
    • BUT a Convention country might provide landmass in lieu of ongoing financial input
  • Reason: Arid land might be available but economic prosperity is difficult
    • BUT with innovation and strategy even Arid land can be prosperous. Eg Israel (Link to Video of Jury member explaining this)
  • Reason: No existing country would cede land near shipping lanes and large markets
    • BUT The Sanctuary’s might not need to be geographically close to markets
  • Reason: No asylum seeker would want to go The Sanctuary unless it was close to a prosperous, Western country (Link to Video of Jury member explaining this)
    • BUT asylum seekers may want to go to The Sanctuary if it was a genuinely advanced democracy
  • Reason: Many Pacific islands are challenged by climate change
  • BUT Being based on an island with sea level rising is not good for sustainability

Opinion: The Sanctuary cannot keep its citizens safe?

  • Reason: The Sanctuary’s defence forces need to be strong and established immediately to prevent attack from other nations
    • BUT Sponsor countries can pledge to defend The Sanctuary from external attack with their own, combined armed forces
  • Reason: The Sanctuary’s police forces need to be effective and established immediately the country starts
  • Reason: Safety is so important to refugee citizens that even a minor threat to safety will result in society wide breakdown

Opinion:  The Sanctuary cannot be sustainable over time

The Jury explains this opinion

  • Reason: The Sanctuary is never sovereign because Convention countries that sponsor it have a large influence
  • Reason: No newly created country can support the 120 million refugees/displaced people in the world right now
    • BUT
      • The Sanctuary can be created to support a smaller number eg 10million and if successful replicated as other, new independent countries and if successful provide an beacon of hope that the world can solve its most challenging problems
      • or The Sanctuary can expand to other locations to form a multi-location country
  • Reason: No newly created country can prosper economically immediately to ensure sustainable growth
