The Jury deliberated on the draft Constitution and broadly agreed that a Constitution that includes a House for Sponsor countries, one for direct citizen representation and a third House for representative of citizens, rather than a more traditional 2 House parliament, Reps and Senate, is workable. However there were concerns that the 3 house parliament where Bills need to be passed by 2 of the 3 houses would not lead to good decisions quickly.

BUT

A 3 House Parliament could be more efficient than a parliament with a main House and a House of review (senate) because Bills could be discussed in the 3 houses in parallel.
